        No, they still provide free service. Refer to http://www.mail-abuse.org/rbl/usage.html for more information. There are several services, and the RBL (realtime blackhole list) is one of them.

        You only have to pay if you intend to do DNS zone transfers with their servers, to improve service performance. I wasn't able to make my previous company shake for the extra bucks, but I implemented their free services on all smtp servers with good results. Several MTA's support their services, among them Vopmail (Win) and Postfix (*nix).
