As Phibo pointed out, this is started by the 'nfslock' service in RH7.1.
To see if you have it automatically started up on your box, do:
[admin@mybox admin]$ /sbin/chkconfig --list | grep nfslock
nfslock 0:off 1:off 2:off 3:on 4:on 5:on 6:off
[admin@mybox admin]$
This means that nfslock will start whenever the machine boots up into
runlevel 3, 4, or 5.
My runlevel[1] is '3', and it's turned on automatically. You can look
at the init link in /etc/rc.d/rc3.d and see how it works. If you're box
is configured to start up a graphical X login prompt (such as gdm, kdm,
or xdm), you're probably in runlevel 5.
I think by default RH7.1 has this running... you should of course
disable it if your server is not going to export any NFS shares.
