Well,

I'm not sure what you mean, but:
 - if ntpdate works, ntpd will work anyway
 - if you don't want to have a full ntpd-server, you can restrict the hosts
   that are allowed to query it - search google for "ntpd securing" or so
 - the only problem I sometimes have is that ntpd will listen on all
interfaces
   and aliases of a machine
 - if any of these is a real show-stopper to you, you can always buy one of
those
   hardware DCF77/GPS radio clocks that several vendors sell
