No it's not.
ntpdate is best only run at bootup, to correct a stray clock - if at all.
Sudden time-jumps are not good for computer-systems - it might break your
applications
one day, or you might get "unexpected" behaviour, like two cron-jobs
fighting to process
a certain file.

ntpdate from a cron-job is like repairing a wrist-watch with a sledge-hammer
