There is a tool called Fragrouter that can be used to test the correctness of
NIDS.Here is a link where you can obtain version 1.6, however I am not sure if
this is the most current version.

Does anyone know of any good tools that can generate alot of network
traffic to see at what point an IDS starts dropping packets?
