Just to add to my last post, a new machine that was freshly installed with
Windows 2000 and upgraded to IE5.5SP2 will not install this patch.

This is the batch file that I use to upgrade all packages to the latest
version.

@echo off
rem Windows 2000 SP2
w2ksp2srp1 -m -z
q314147_w2k_sp3_x86_en.exe -m -z
q300845_w2k_sp3_x86_en.exe -m -z
q313829_w2k_sp3_x86_en.exe -m -z
q311967_w2k_sp3_x86_en.exe -m -z

rem IE 5.5 SP2
vbs55nen.exe
q321232.exe

qchain.exe

Of course, the IE patches don't have an equivalent "quiet" install option
(ie -m -z). If you install them "quietly", the machine reboots leaving a
dogs breakfast of an operating system when it boots, since qchain has not
had a chance to run. So you have to do them manually, declining reboots as
you go.

With this method, I don't need a network connection to upgrade anything. I
simply reboot after the "DOS box" closes.
