rsync -a -e ssh bclark@xxxxxxxxxxxxx:8080:/spare2/wayne_mail..tar.gz wayne_mail..tar.gz
$ rsync -e 'ssh -p 8080' [...]
seems to work (although I vaguely recall it not working, so maybe it's dependant on the rsync version?)
Putting something like this into ~/.ssh/config will also work:
Host my.host.co.uk
Port 8080
--
