how to compile openssh with PUT commands only (under SFTP)

I've install openssh with rssh. I'm only allowing SFTP.
But, under sftp prompt, the client is able to do the GET, PUT, CHMOD, CHOWN , etc...
I only want the client to use PUT under sftp.
What is the best way to achive this ?
