Strange SCP problem

I'm having a problem where I can copy files from a server to my
laptop, but not the other way. It's not the scp failure listed in FAQ
2.9, that test works fine.
When I attempt to do a copy, I see the "progress bar" go, the file is
created on the other side, and I get an eventual time-out.
This seems to be happening with microsoft docs; a small test text file
"this is a test" was copied successfully.
The output of scp -v -v is below. The client is a mac (10.2.8) the
server is a freebsd machine. I've spent some time trying to update to
the very latest rev of openssh without success, and the changelog
didn't indicate to me any reason why that would clear this up.
I'd appriciate any thoughts anyone has.
