My typo, I had used /usr/local/ssl. The config.log has been recreated with a
successful configure so I no longer have the failed one. If I remember
correctly I had checked and it ended with something similar to:
OpenSSL library version not found. I will have to wait for another
upgrade(there will be several shortly) to research further.
    Thanks

A default install of OpenSSL will need --with-ssl-dir=/usr/local/ssl.

That depends on the setting of LIBPATH environment variable.

Take a look in config.log after configure is run and look for the
OpenSSL library test. You should find a reason for the failure in there.

Good judgement comes with experience. Unfortunately, the experience
    usually comes from bad judgement.
