Might take a look at OpenVPN. SSL based VPN and from what i have seen
its not too hard to setup. They recently released a windows version.

if you dont fear writing a few little install scripts or an installer
and mainly have 2k/xp users, you should try this site:

for this client i think you will need to have the possibility of making
a special connection config ( with l2tp and more.... read the ms
bulletin...) on your server.
