no.
f-secure 2.x always does the SFTP protocol, even if scp(1) is used,
while openssh uses the SFTP protocol in sftp(1) and the SCP/RCP
protocol in scp(1).
using SFTP in scp(1) would hurt interoperability in OpenSSH.
