I have a package called COPSSH (http://itefix.no/copssh) :

COPSSH is an ssh server and client implementation for windows systems. It is
a yet another packaging of portable openssh, cygwin, some popular utilites,
plus implementation of some best practices regarding security. COPSSH
Control Panel is a GUI-based program that allows you to administer COPSSH
easily. You can use COPSSH for remote administration of your systems or
gathering remote information in a secure way.

I developed this package to support my open source project logrep
(http://logrep.sourceforge.net). Basic functionality of COPSSH is freeware.
Copssh Control Panel is a shareware. You will probably don't need it, if
you know how to configure/administer an OpenSSH system.
