If you're using PAM, then then sshd doesn't check itself, it leaves it to
PAM. On Solaris, PAM only started checking for locked accounts in recent
patches [0].
Also, 3.7p1 and 3.7.1p1 had a bug that would cause the checks to not
happen if PAM wasn't compiled in.
