You have to tell it exactly where it is try:
env CPPFLAGS=-I/usr/local/ssl/include \
CFLAGS=-I/usr/local/ssl/include -L/usr/local/ssl/lib \
./configure --with-ssl-dir=/usr/local/ssl <other options>
IF your OpenSSL is in the usual place.
This may or may not apply to you.
