different behaviour between cygwin and linux

I am trying to use ssh to start pvm slaves. (pvm =parallel virtual machine.)
This works when the master computer is running Linux
but not windows. The problem manifests itself by the
program on the master machine hanging even though
the slave has been successfully started. I have noted that this seems to
be related to the follwing different behaviour
of ssh on Linux and windows. (Use \$ on Linux) If I type at the command
line:
ssh.exe -f dave@192.168.1.6 $PVM_ROOT/lib/pvmd -s -n192.168.1.6 1
c0a80105:090b 4080 2 c0a80106:000
On Linux this works. Without the -f command line option it hangs which
makes me think that
pvmd is not finishing properly but the -f option deals with the problem.
However on windows it hangs even with the -f option.
So there seems to be some difference between ssh on Linux and Windows.
Any ideas how to deal with this problem.
