Because I am sitting INSIDE the IBM, I do not know, if the following URL is

And: No, you can not install the bos.rte.libc (name of the installp to look
for) as your private libc. It is the basic lib of the kernel and the
sysadmin has to change it and reboot the machine, because in most times the
kernel will also be changed.

It worked! Thanks very much to all who responded with their valuable
input.
I still need to compile ssh 3.2.3 under the AIX 4.3 system. As mentioned
previously, the problem is that our libc.a library is incompatible with
ssh. I have contacted our system admin. but so far it doesn't seems that
there are any plans to upgrade the OS. Is the latest libc.a available for
download from some where? If so, can I then install it in one of my own
directories and through LIBPATH link it to ssh? Thanks!
