config file questions

    Looking through the email archives I see a number of other people are
    having/had the same problem I am. What I would like to do is have
    the file ssh_prng_cmds file not have to be located in the "--sysconfdir".
    I am trying to seperate the architecture independent files (ssh_config,
    sshd_config) from the architecture dependent ones (ssh_prng_cmds, moduli).
    Has there been any resolution of this problem? Does anyone have any
    fixes that has done this?
