login via openssh -- no utmp entry

I have a RH 7.3 system (recently upgraded to) that has two interfaces.
When one logs in from the exterior interface, an entry appears for that
users in /var/run/utmp. If one logs in via the internal interface, no
entry appears for that user in utmp. telnet on either interface works,
and 'ssh localhost' works from the host. Any ideas? Is there some
configuration that tells sshd NOT to log in utmp?
