here's a quick guess,
the shield dll probably uses conventional api hooking to intercept the
registry calls from the app to advapi32.dll, which is the normal way of
accessing the reg.
Registrar probably is using the NT 'Native API' which the shield dll is not
intercepting - yet. see http://www.sysinternals.com/ntw2k/info/ntdll.shtml
