SUS server unable to synchronize with Microsoft servers

The SUS synch log contains the usual sections, "Updates Added", "Updates
Removed", "Reissued Updates", and a new section, "Errors".
Under Errors is the entry, "Failed to write Read This First and End User
License Agreement files to 'D:\SUS\content\cabs'. (Error 0x8007000D: The
data is invalid.)
The SUS server is configured to try synching three times. Each time, it
logged the same error.
I tried to synch manually twice, and got the same error.
This SUS server has worked correctly for months. It has no other
applications - just Windows 2000 Server, SP4, IIS, and SUS.
