(GDI+) detection tool don't run without admin prevs.

    This morning I got many calls from users who are complaining that they can't
    logon
    because the computer hang. All users who didn't have admin previleges
    couldn't logon. They got a
    message from a popup windows saying:

    "Microsoft GDI+ Detection Tool.
    You do not have administrator previleges on this machine. This installation
    cannot be compleated
    correctly unless it is run by an administrator. [OK]"

    And then nothing else than a blue background without any icons nor start
    menu.

    After a little investigation, there is an entry in the
    Local_Machine...Runonce in the registry;
    "GDI Detect Tool.. rundll32 advpack.dll,LaunchINFSection
    C:\WINNT\INF\AU_gdi.inf,GDIToolRun,2,N"

    After running the line with admin previleges and delete the entry users can
    login again. I'm not so convinced
    this is a proper behavor of a hotfix. Isn't it the MS04-028 which did this?
    We are running mostly windows2000 and automatic windows update.
