    I got an email from someone who encountered this problem and describes a fix. He had found the original posting via Google. I'm passing his message on verbatim; I do not know the person -- he found my email address because I had replied to this post back in January -- and have not verified that what he says is correct (though it seems likely that it is). Hope this is useful to someone.

    Since I cannot reply on that post [or I do not know how], before doing all
    those things [which did not solve my problem], a simpler cause and solution
    may be at work, i.e., the loss of SSL Status which can fixed very easily and
    rectified my problem instantly.
    * Hit Tools, then Internet Options [in the Internet Explorer]
    * Go To the Advanced Tab and scroll down to Security
    * Check: Use SSL 2.0, and use SSL 3.0 [if they are not checked]
    What is more interesting is the fact that the error is repeatable [i.e.,
    unchecking both creates the error; checking 3.0 or both (3.0 and 2.0) fixes
    it immediately]
    I hope you can post this for the many that need it. I have informed
    Microsoft of the problem.
