Disabling the Winhlp32 "Jump to URL" option

Hi folks,
The Winhlp32's "Jump to URL" function is one of the old classics for
breaking a desktop lockdown, but I can't seem to find any reference on how
to disable this functionality - the only ref's to this application that I've
found deal with limiting what compiled hekp files can be accessed.
Removing winhlp32 isn't really a viable option in this case, much as I'd
like to. Can this be done ? Not sure if it would be a system tweak or
something in the compiled help file itself.
