Problems with windows update installing KB823182 on NT4 Server

I have had 2 installs of KB823182 fail to install the correct:
01/23/2003 19:24 465,680 CRYPT32.DLL
After the patch I still have:
07/16/2001 12:05 371,472 CRYPT32.DLL
This makes activex non-functional.
These machines are NT4SP6a server with IE6.0SP0.
Installing the downloaded:
WindowsNT4Server-KB823182-x86-ENU.EXE
seems to work OK.
