NBTSTAT issue in WinXP

    We have found a problem with NBTSTAT in Windows XP. If the user is not an
    admin, the command returns an error "Failed to access NetBT driver - NetBT
    may not be loaded". This includes normal users AND power users. The
    command appears to only work properly for someone with full admin rights.

    This happens even with the default security permission set. And it happens
    with the home and pro editions. For most, this won't be a problem.
    However, in an environment where not everyone is (or can be) an admin but
    still need to use certain troubleshooting tools (ping, tracert, telnet etc.)
    this will cause trouble.
