Delving into the contents of MS03-026 on XPIf I were intentionally running XP Gold release, and needed to install
the MS03-026 hotfix, I wouldn't want to be forced to receive all other
SP1 updates to the code just to get the hotfix.
Microsoft maintains several development branches to their code, thus the
post-sp1 .dll has a much higher version number than the gold (pre-sp1)
dll.
