This was originally KB article Q810847
Shortly after the patch was released, a patch to the patch was released
under KB article Q813951
The patch to the update just updates one file. However, if a user
mistakenly installs the Q813951 update FIRST, it won't allow you to install
Q810847. Now this can be easily overcome by using the /n:v switch from the
command prompt, but it still adds up to sloppy programming on Microsoft's
part and adds annoyance for those of us trying to automate the installation
of patches.
