IE turing off proxy settings ...

Problem:
I enable http proxy settings in the Internet Control Panel (for LAN
connection), but when I launch IE, it disables the proxy settings (no
errors, or warnings).
System:
Win2000SP3 Server
IE6SP1
all current hotfixes (according to hfnetchk and windowsupdate)
Routing and Remote Access (to provide NAT for the office)
intenet access is via RASPPoE 0.96 auto connecting in the Routing and
Remote Access service to an ASDL ISP
Squid 2.5 STABLE 1 (compiled on cygwin)
Investigation:
upon loading of IE,
if HKLM\Software\Policies\Microsoft\Windows\CurrentVersion\Internet
Settings\ProxySettingsPerUser = 0 then
HKLM\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\ProxyEnable is set to 0
else
HKCU\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\ProxyEnable is set to 0
also ProxyServer and ProxyOverride are deleted. in the releavant key.
Any thoughts on how to stop IE doing this ?
