microsoft removing the OWC from their web site is not big deal.
OUTLCTL.DLL is quite signed by microsoft and comes with a fresh install of
oxp.
Also I happen to have downloaded the signed OWC cab from ms site more than a
year ago, probably two, (just before they were notified it was quite buggy).
