Q267861 and TSE SRP

Anyone knows if Q267861 (MS00-095: RAS Registry Modification Allowed
Without Administrative Rights) applies to Microsoft Windows NT Server
version 4.0 SP6 Terminal Server Edition?

Q267861 is not included in the recently released Terminal Server Edi-
tion Security Rollup Package (Q317636) -- The TSE SRP article states
that the Q267861 fix should be downloaded and run separately, but the
Q267861 article does not list NT Server 4.0 TSE in the "applies to:"
section. Q267861 contains the tool REGACL40.EXE that corrects the
permissions on several registry values, and an TCPCFG.DLL. My concern
is about that DLL and its validity for (both) non-TSE and TSE.
