John,
        There are 2 articles on The Register (www.theregister.co.uk) that
discuss this issue. There doesn't appear to be any real performance
increase gained by installing this patch. The patch will however reinstall
MSN Messenger on XP systems that have had it removed. According to the
article, the update integrates Messenger into Outlook Express making it more
difficult or impossible to get rid of. Here are the related articles:
