I made a mistake here, the British Intelligence Service would get them
to sign the secrecy act when they left the presentation, not when they
entered it, because if they *asked* people to sign it on entering the
presentation, someone could say no, then they could report that the UK
government had tried to get people to sign the secrecy act.

However, if you are *demanded* to sign the secrecy act before you
leave the presentation, you have no choice but to sign it and you
can't report that you signed it.
