I've brought this up at least three times over the past 10(+?) years,
and been blown off every time. So yes, I'm volunteering, again.

Great! I'm assuming that this list is the best one to send your patches to. You might want to discuss the general direction you'd like to take the code first so that people can have a chance to raise any red flags before you invest a lot of time in it.
