Add/Remove Users

I need to create a user just for adding and removing users, I can't use the existing root or sudo. I can't use sudo
because sudo asks for the current users password, and not root because i would have to change the shell to
program which would render the root account unusable. Basicly I need to create another root acount with
remote access. Could you please advise me on a way of doing this, as security plays a massive job on this
server.
