When I reviewed Terminal Server vs Citrix a couple years ago the Microsoft
rep who came out to make the pitch stated that if we cared about security
of the connection we needed to use Citrix becouse Terminal Server did not
implement enough for use over untrusted links.

so either use Terminal Server over a VPN or use Citrix (citrix will
implement strong encryption and can do strong authentication tokens as
well)
